Councillor Surgery Success
We ran our first Councillor Surgery on the 17th August at the Sapcote Pavilion, from 10am to 12pm.
Many thanks to everyone who turned up, it was great to meet so many residents. Several local issues were raised during the surgery that we will follow up with, including:
- - Lack of Bus Services
- - Housing Developments
- - HNRFI
- - Safe Crossings for Mobility Scooters
Many Thanks to David Findlay too for helping manage the front desk
We will look at more in the future, especially considering the turn out and queueing to get in 👍

HNRFI Update – Examination
The Hinckley National Rail Freight Interchange will remain in our monthly reports until the final decision is made by the Secretary of State
Executive Summary
Overview
An application has been made by Tritax Symmetry (formerly DB Symmetry) to the Secretary of State for Transport for a Development Consent Order (DCO). The development is a Nationally Significant Infrastructure Project (NSIP) and is called the Hinckley National Rail Freight Interchange (HNRFI).
HNRFI update – Decision by Secretary of State for Transport expected on 12th September 2024.
The decision on HNRFI is unfortunately not a local one, it will be for the new Labour Government through the Secretary of State for Transport Louise Haigh MP.
Your Fosse Villages Conservative Councillors have called on Louise Haigh MP to side with residents and refuse HNRFI. Visit our FB and X @FosseHighcross accounts to see our joint video as shown above.
To find out more about what Blaby District Council has and continues to do on the HNRFI application, visit our dedicated webpage here: https://www.blaby.gov.uk/planning-and-building/major-developments/hinckley-rail-freight-interchange/
New Local Plan
Work on the new Local Plan for the District continues but is being reviewed following proposed changes to the national planning system.
The government has issued a consultation on changes to the National Planning Policy Framework (NPPF), which provides guidance to all Local Authorities about development.
The planning policy reform includes proposals for an increase in new mandatory housing targets for Blaby District. The Council’s Planning team is reviewing the consultation to understand how the changes could impact the District.
The new Local Plan would guide development across the District until 2041.
Updates will be provided as soon as there is an understanding of the impact for Blaby District. This will include a review of Local Plan timescales and housing targets
For the latest info on our new local plan, please see Blaby District Council’s dedicated webpage: https://www.blaby.gov.uk/planning-and-building/local-plan/new-local-plan/
Illegal Dumping on Roman Road, Sapcote
August has seen two illegal dumping incidents on the old Roman Road, Sapcote.
The perpetrators have no thought for the countryside and those who enjoy our open spaces, which has been voiced on social media. Unfortunately, whilst many have voiced their anger and concerns on Facebook and other social media forums, hardly any have informed Blaby District Council who are obligated to remove the dump.
It takes no longer to report on Blaby’s website than it does to go on Facebook. Follow the link www.blaby.gov.uk then scroll down and click on Environmental Issues, scroll down further to reporting Fly tipping and click again. You can now report the issue. Location and, ideally photos, are needed. If you see the illegal activity taking place, then phone the Police. Do not approach or confront the offenders yourselves.
