HNRFI Preliminary Meeting – 12th September 2023

The Hinckley National Rail Freight Interchange (HNRFI) site is southwest of the village of Elmesthorpe and next to Burbage Common. It is predominantly within the boundary of South Leicestershire with a section of the new A47 link road within the boundary of Hinckley and Bosworth Borough Council.

The Blaby District Council Leader Cllr Terry Richardson and the Planning Portfolio Holder Cllr Ben Taylor attended the HNRFI Preliminary Meeting on the 12th of September.

This meeting is to set off the examination phase of the proposed HNRFI application. The planning inspectorate will then take six months to analyse the application, hear from interested parties and the applicant.

Terry and Ben went along to this meeting as representatives of Blaby District to challenge this application at the very start.

Attached below, you will find the question raised at the meeting. We believe the application should be withdrawn before the examination should even begin, for the following reasons.

  1. The highways information produced by the Applicant that is currently with Leicestershire County Council for consideration is currently incomplete, which means that the impacts of the scheme have not been properly considered and the mitigation required is unknown. I am more than happy to elaborate here on those elements which have not been met, however it must be noted that the County has unanimously and exceptionally passed two formal motions at full Council condemning the lack of the necessary information.
  2. Even more importantly the parties who need to make appropriate representation especially ourselves as the Elected councillors and most importantly our residents and businesses must have time to consider such information as part of a thorough consultation. To do otherwise would be to condone a completely flawed consultation process.
